Strategic Plan to
accomplish goal
For parents,
leaders and 11 year old scouts to work
together in an organized way, to focus on one topic at a time to fulfill all
advancement requirements.
The following plan is a compilation of all requirements from
the "Boy Scouts of America Handbook" advancement requirements for
"Tenderfoot", "2nd Class", and "1st class". All requirements have been grouped by topic. Each topic is to be the focus for
approximately 1 month. The topic of each
month will be supplemented with a merit badge that goes with the topic.

12 Month Plan
There are 10 topics in this plan. Some will take longer than a month to
fulfill, others will take less than a month.
Each ward will customize the order of these topics to best fit their
needs. This plan allows time for merit
badge POW WOW as well as time off for holidays. The critical component of this plan is that you decide the order you will teach each topic, then you will rotate that plan every 12 months. By doing so, each boy will have the opportunity to cover all topics, regardless of the month that he joins your troop.
Rank Advancement: The 11 year old
scout leaders can sign off all of the advancement requirements. The scout then has a "Scoutmaster
Conference" with the scoutmaster, then a "board of review" with
members of the troop scout committee. You will help the scout schedule the conference and board of review. When complete, he is ready to advance in rank.
Merit Badges: The M.B. requirements can be taught by anyone
with knowledge on the topic, but to be "passed off" the scout has to have
an interview with an approved BSA "merit badge counselor" for that
topic. It is most efficient to ask an
approved M.B. counselor to come to your meetings to teach the topic, then the
M.B. counselor can sign the "blue card" when they are finished.
The "Blue Card" is the official BSA record of
completion for merit badges. This card
has 3 sections, the counselor will sign all 3 sections, and will keep the
section titled "counselor's record", the section titled "Merit
Badge Application" will be turned in to the ward advancement Chair (this
person will submit the application to the B.S.A. online), then the section
"applicant's record" remains with the scout.
Your ward advancement chair or Scoutmaster can help you
find merit badge counselors.
